Teams meeting recordings are stored in the OneDrive of the person that starts the meeting, not the organizer. To avoid this, organizers will need to disable the participants from starting the meeting.
When an organizer does not want a meeting started by participants, the only way Microsoft has provided support for that is to disable participants from bypassing the lobby.
