For individual items, Canvas has added a "Copy to" feature where you send the content into the other courses you want it to show in.
You can use the "Send to" tool to send share the content with other instructors.
A course does not need to be active for an instructor to copy content from it; in other words, an instructor can go into a concluded or past course to copy content forward to a new semester.
