Resolution Description
Prerequisite: the steps below must be completed by a Team Owner.
  1. Locate the desired Team in Teams. 
  2. Click on the three dots next to the Team name.
  3. Click Manage team.
  4. Click Settings.
  5. Click Member permissions.
  6. Check the box that says Allow members to create and update channels.
